How is BABA domestic content calculated? A worked guide

How BABA domestic content is calculated: divide the cost of US-origin components by the total cost of all components. Here is exactly what counts, what is excluded, and why it is measured by cost, not quantity.

How is BABA domestic content calculated? In one line: you divide the cost of the components that were mined, produced or manufactured in the United States by the total cost of all the components, and you compare the result to the threshold for the category. It sounds simple, and the arithmetic is, but the two words that trip people up are cost and component, so this guide pins down exactly what each one means before we run the numbers.

The short answer: domestic content equals US component cost divided by total component cost. For manufactured products it must be greater than 55 percent, and it is measured by cost, never by quantity.

It is measured by cost, not quantity

The calculation counts dollars, not parts. A bill of materials with forty domestic fasteners and one imported motor can still fail, because the single motor may cost more than everything else combined. This is why counting how many US-made parts you have tells you nothing about compliance. What matters is where the money in the bill of materials went.

What goes into component acquisition cost

The figure you divide by is the acquisition cost of each component: what it cost to buy and land, including shipping, sales tax and any duties. What sits outside the calculation is just as important. The final-assembly step, the manufacturer's overhead and the profit on the finished product are not components, so they never enter either side of the fraction.

A worked example

Take a manufactured assembly with a total component cost of 20,000 dollars. The US-origin components add up to 11,600 dollars and the imported ones to 8,400 dollars. Domestic content is 11,600 divided by 20,000, which is 58 percent. That clears the 55 percent bar, so if the product was also made in the United States, it is compliant.

Now move a 900 dollar component from the domestic column to the foreign column. Domestic drops to 10,700, the total is unchanged, and the percentage falls to 53.5 percent. The product is now non-compliant. Nothing about the assembly location changed. A single sourcing decision moved the whole product across the line, which is exactly why the calculation belongs in your procurement process, not at the end of it.

The threshold is a moving target

For manufactured products the bar is greater than 55 percent, and BABA has no scheduled increase to it. Where iron and steel is different

Not every category uses this calculation. Iron and steel products are pass or fail: all manufacturing has to occur in the United States, with no percentage involved. Construction materials work the same all-or-nothing way. The component-cost math is specific to manufactured products, so the first thing to establish is which category your item falls into.
